Morrowind Best Medium Armor
Well each armor class has really good armor. You can make either armor type work very well. All you got to do is level up the skill in that armor type. For light armor the best armor is glass armor.
The best Medium Armor is Royal Guard Armor. You get a full set from King Helseth upon completion of the Tribunal Main Quest. The second best is Ice Armor.
In Expansions, Dark Brotherhood armor is the next best light armor, being much better than all the rest except for Glass. For medium armor the best is Indoril armor. The stuff Ordinators in Vivec wear. But be very careful not to actually wear it in Vivec or Mournhold. The Ordinators will. Not be pleased. However Indoril Armor has no greaves (there are mods for that) Orcish armor is the next best medium armor if you want one that won't get you killed just for wearing it in the wrong place.
In expansions, then Ice Armor is better than Indoril, but you'll essentially have to finish Bloodmoon to find that and those are high level quests. And Tribunal has Adamantium armor which is better than Ocrish but not as good as Indoril. Or the harder to get Royal Guard Armor which is better than Indorial and Ice Armor. For heavy armor the best armor is Daedric. However it's extremely rare. You will only find one complete set ever, and to do that you need to scour locations across all of Vvardenfell and the locations added in the expansions.
Morrowind Best Medium Armor 2
Ebony is the next best if you want something easier to find that you can get multiple copies of. In Bloodmoon, there is Nordic Mail armor which is slightly better than Ebony but not as good as Daedric.Tribunal adds Her Hand's Armor which is halfway in between Daedric and Ebony armor in quality but has the same problem of Ordinators getting violent if they see you wearing it. If i wear a mix of light and medium do i get better in both armor types or should i just i just wear everything same type.
