As unksol mentioned above a constant 60 fps with a 970 @ an I5 isn't a realistic even at 1080p.I don't even get a solid 60 fps with an overclocked Titan x & I7 @ 1440pI solved it by turning off Hairworks all together. Didnt see any difference in the game but it took alot of performance out of my card. That did get me to a drop around the 50ish mark. Solved that by overclocking my card to +155 Core Clock Mhz and +58 Memory clock. Now it runs all else on Ultra with 57-58 Fps in heavy battleShould the amount of overclocking have a bad impact on my card?

I've got my 970 at 1417 mhz and every once in a while it downclocks while playing the Witcher.
FWIW I'm able to run at 1440 at 75-80 fps open world 50-60fps battle with high settings, though I have Ambient Occlusion set to Off, game still looks fantastic.
